The Xiangzhou district government hosted a seminar on March 23 to promote reform and high-quality growth.
The district, located in Zhuhai, hopes to maintain fairly rapid economic expansion and achieve an aggregate economic volume of more than 200 billion yuan (approximately $32 billion) by the end of 2023, which would place it at the forefront of districts in Guangdong.
Xiangzhou also seeks to grow into an innovation cluster, high quality ecological urban area and core area in the Guangdong-Hong Kong-Macao Greater Bay Area over the next five years.
Local government will build an all-round industry service system and promote the development of high-end manufacturing and high-tech and high-end service industries. For example, GREE, the manufacturer of electronic appliances, is surrounded by 700,000 square meters that will be merged to help the enterprise achieve a production value exceeding 200 billion yuan.
As regards administrative review and approval, the government will take full advantage of the power delegated by the municipal government, promote reform of "old urban areas, old factories and old villages," and step up project construction in order to increase support for economic growth. The government will also streamline administration, merge resources, and improve review processes and approval efficiencies to lower the cost and cut the time required to obtain government review and approval by half.
Improving living standards is another key project. According to provided information, the government will take three more years and earmark 4 billion yuan to extend public art centers and elder services centers and install gas pipelines in nine towns and streets. Education, urban quality, environmental protection and social security and stability are among the key targets in upgrading people's livelihoods.
