Support from incentives, services keeps talents in Xiangzhou

Xiangzhou has achieved a 600 percent of growth in certificated talent in various fields working since 2015, thanks to attractive incentives and a comprehensive service system provided by the district government.

Multiple ways taken to attract talent

New energy continues to be injected into the district's development via introducing and cultivating outstanding researchers and staff.

Starting this year, Xiangzhou has organized an annual Sci-tech Innovation Competition to attract quality projects and talent, making it an ideal place for startups from at home and abroad to begin their business.

The "Made in China 2025" and Artificial Intelligence International Conference were also held along with the Innovation and Entrepreneurship Conference, and a series of skill contests and training sessions.

Newly attracted experts include a Nobel Prize winner, a scientific researcher from the Ten Thousand Talent Program supported by the national government, and 13 from the Recruitment Program of Global Experts.

More than 600 staff members at different positions were given official recognition for the mastery of certain skills and contributions they have made.

Big incentives provided for encouragement

Those awarded as High-level Talents are granted with allowances dependent on in which level (A, B, C) they are, the highest being 150,000 yuan ($22,000). Subsidies were provided for their projects, up to one million yuan ($147,109), and also rent, and even help with purchasing a house.

Not only this, a package of favorable policies guarantees their spouses' jobs, children's education and healthcare, with the government wanting to make working in China as stress-free as possible.

Returnees were also encouraged to startup businesses in the district using loans provided at discounted rates.

Better services, platforms for incubation

"Our company struggled through its first two years," said Su Hang, founder of Sgougou Technology Company established in Kimka Creative Valley in 2014. "But thanks to government subsidies and supports we are now doing much better."

The mobile games firm has produced hits such as Bouncing Critters, attracting millions of users and winning the Sina Games award for "Best Independent Game of CGWR 2015".

A total of 13 creative parks as well as incubators and maker spaces have been put in place, and have succeeded in incubating 441 enterprises by providing comprehensive services, with more than 400 high-level talents and 300 key researchers involved.

Another 25 service stations were built at enterprises and different administrative divisions throughout the district. These platforms provide direct consultation services in terms of policy, talent certification, and incentive distribution.
