Xiangzhou District attracts talent through new measures

Talent entering the Xiangzhou District will enjoy a package of preferential policies involving job subsidies, research rewards, health care and housing, according to the Measures on Innovative Development of Xiangzhou District last month.

With a vision that talented personnel are a primary resource, Xiangzhou has planned to increase its investments to attract more talent to fuel innovative development.

The latest policy, which drew a picture of innovation-driven Xiangzhou, specifically explained how the government will attract more high-end talent by providing financial and policy support.

Each academician of the Chinese Academy of Sciences and the Chinese Academy of Engineering will be rewarded up to 2 million yuan ($291,078) by the Xiangzhou government. No more than 1 million yuan ($145,559) will be granted for each expert from the Thousand Talent Program initiated by the State government.  Science hopefuls in the Ten-Thousand Talents Program will be awarded 500,000 yuan ($72,780). 

Any talent having made great contributions and gained provincial acknowledgement will also receive up to a maximum bonus of 3 million yuan ($436,680). Others, including returned scholars recognized by the municipal and district government, will be encouraged to start their own business in Xiangzhou through the offer of a number of allowances and subsidies.

Agents will be financially encouraged to introduce high-level talents to the district. The government plans to establish a new evaluation mechanism to enable local enterprises to recommend inside talents for upper assessment.

Workers who come through the from-the-bottom-up channel and are certified as district-level young excellent talents can apply for an annual job subsidy of 15,000 yuan ($2,184) for three years. For two years, skilled talent are eligible for a of 10,000 yuan ($1,456) subsidy.

Living conveniences, such as arrangements for families and priority for medical treatments, will be an additional attraction for talent.

Over the next five years, a total of 5,000 talent-targeted homes will be provided with rent subsidies, and a house purchase subsidy of 300,000 yuan ($43,687) is available for each high-end talent.

Xiangzhou hopes that talents belonging to the district's enterprises can make additional contributions through cooperation with scientific research institutes and universities.

Last year Xiangzhou provided nearly 40 million yuan ($5.8 million) in incentives. Beneficiaries included 700 high-level talents, one Nobel Prize winner, 12 experts from the Thousand Talent Program and one scientist in Ten-Thousand Talents Program.
