Xiangzhou District pours big money into new high-tech

With a target of 450 new high-tech enterprises in 2017, Xiangzhou District of Zhuhai will subsidize each company up to 30 million yuan ($4.3 million) for technical R&D support, as stipulated in its latest innovation-related policy.

The Measures on Innovative Development of Xiangzhou District published last month specifies how the government will increase its resource supply and policy support to promote innovative development.

A total of 159 technology-driven enterprises in Xiangzhou benefited from 150 million yuan ($21.8 million) in subsidies last year, and were greatly helped in earning the authoritative Certification of New Hi-tech Enterprises.

This year, the Xiangzhou government will grant each officially recognized new high-tech enterprise with a subsidy of 600,000 yuan ($87,260), tripled that of in 2015. Large funds will also run across each part of certification, from R&D input, IPR application, to consulting services. 

The institutions which provide comprehensive consultation services during the growth of high-tech enterprises will be given special funds and will be required to carry out market-oriented reform for more professional testing functions as third-party testing agencies.

Likewise, laboratories, research institutes, new R&D organizations, and other technology-themed platforms will be encouraged to produce more achievements in an offering of a number of subsidies -- 2 million yuan ($290,782) for national level, 1 million yuan ($145,391) for provincial level, and 500,000 yuan ($72,696) for municipal level.

Incubators for scientific enterprises will also enjoy financial support based on different levels, and for those newly introduced and evaluated relative competitive, particular discounts will give for commercial property leasing and land use.

The ability of independent research and development is stressed on the policy which plans that each patent certified in China will get 5,000 yuan ($727), in the US, Japan, European countries or EU will have 15,000 yuan ($2,181), in other countries can be rewarded 10,000 yuan ($1,454).

Already home to leading enterprises such as Gree Electric Appliances and Zhuhai Seine Technology, Xiangzhou, in the hope of overall industry upgrades, seeks new energy innovations in all-round aspects.

According to the stipulations, industrial demonstration bases to be jointly operated by enterprises and government will be established in the fields of intelligent equipment, artificial intelligent, and automation.

Grants will be awarded to encourage the manufacturing of the district's first major technical equipment products with provincial and national acknowledgement.

Meanwhile, big incentives are planned to bolster a clean, green and recycled economic development. If enterprises level up to meet the domestic and international standards in the rate of comprehensive utilization of industrial wastes and water-reusing rate, they will get 200,000 yuan ($29,082) of reward.

Out-of-date electrical machines should be gradually taken for energy conservation and better production efficiency. Any enterprise honored as the national-level demonstration public unit for energy saving will be awarded 200,000 yuan ($29,082). Finance resources will also be allocated for new energy, recyclable and clean energy sources promotion.

The last year's project aimed at the growth of small and medium-sized enterprises (SMEs) will continue, accompanied by innovation improvements. The number of enterprises succeeding in growing projects this year is expected to hit 200 in 2017. It is hoped that all of them can play roles in forming characterized industry clusters, which are centered on intelligent household electrical appliances, office automation, and electronic information.
