Lisu Autonomous Prefecture of Nujiang is nestled in the northwest of Yunnan, bordering Tibet Autonomous Region in the north. Occupying an area of 14,703 sq km, it is home to 520,000 people, of which over 92 percent are ethnic groups of more varieties than in any other region in China. The area has long been underdeveloped, so the central government has brought about initiatives to improve social welfare.
In 2016, the central government appointed Zhuhai responsible for forming ties and greater cooperation with Lisu Autonomous Prefecture of Nujiang in Yunnan. Xiangzhou donated 1.4 million yuan ($203,933) to Lisu. By the end of 2016, the governments of Zhuhai and Nujiang agreed to collaborate on poverty alleviation.

Zhuhai has rolled out a series of aid measures in Lisu covering education, healthcare, housing, and talent exchange.
According to Zhuhai Party Chief Guo Yuanqiang, the cooperation will be furthered and expanded to more areas such as agriculture and tourism in the near future.
