During the 13th Five-Year Plan (2016-20), Xiangzhou District aims to build a modern industrial system with high-end service and high-end manufacturing at its core. It will seize opportunities presented by technological revolutions and industrial reforms around the world, as well upgrades to the industrial infrastructure in China’s Pearl River Delta.

Develop production services first. Xiangzhou will give priority to building space for a number of production services that support competitive industries, and promote integrated development of production services and manufacturing industries. Production services include information technology, e-commerce, research and design, financial services, logistics, inspection, detection and certification, financial leasing, and outsourcing.

Develop high-end services through innovation. Xiangzhou will come up with its own development focus that is different from Zhuhai’s Hengqin New Area and beneficial for its interactive development with Hong Kong and Macao. It needs to optimize the industrial structure, build service gathering areas, and then develop modern, high-end service industries. By pushing for the development of exhibitions, leisure activities, cultural showcases, and creative industries, Xiangzhou can promote its traditional services as they continue to transform and draw inspiration from the environment around them.

Develop high-end manufacturing vigorously. Drawing on opportunities from the “Internet Plus” and “Made in China 2025” initiatives, Xiangzhou will support the high-end technology industries, including intelligent home appliances, office automation, printing supplies, electronic storage, medical technology, smart grid, and intelligent high-tech equipment. It will highlight the robots and intelligent home industries, which is in line with the many international manufacturing trends. It will implement intelligent manufacturing projects and boost advanced equipment manufacturing. The district encourages service-oriented manufacturing and supports qualified enterprises to shift from an equipment manufacturer to an overall solution provider.
