Over the years, Xiqing district has focused on achieving high-quality employment, further improved its related policy system, expanded its employment capacity, alleviated employment conflicts, and enhanced its ability to prevent large-scale unemployment. Since 2019, 98,000 new jobs have been created in the region, and the employment situation has been stable. In 2022, Xiqing district launched the "joyful career in Xiqing" action plan, in a bid to create more than 120,000 jobs by 2025.
The "joyful career in Xiqing" action has expanded the region's employment capacity. The local government has implemented more supporting policies to enterprises and granted 110 million yuan (about $15 million) in various subsidies, so as to stabilize the employment rate. Xiqing provides 14,000 job opportunities in the field of manufacturing, services, modern agriculture and the digital economy.
The action has also included improving the area's innovation and entrepreneurship capability. The government provides guidance services on entrepreneurial policies for college graduates with entrepreneurial intentions, and has granted entrepreneurial guarantee loans and various entrepreneurial subsidies totaling 128 million yuan. Xiqing has also organized the first innovation and entrepreneurship competition, attracting more than 50 entrepreneurial projects to participate, with 6 of them signing and settling in Xiqing.

The action has further improved support to key groups of people. The government has jointly held five meetings with Nankai University, Tianjin Normal University and other universities and well-known enterprises on talent supply, accurately providing 965 posts according to the specialization of students from different universities and majors. The labor force of rural areas is included in the key groups of people. Xiqing has promoted the employment of its rural labor force and made plans to provide employment assistance to disabled people and veterans, achieving an employment rate of over 90% for those able to work.
Xiqing has been improving its public service ability through the implementation of the "joyful career in Xiqing" action plan. "Joyful career" work alliances were established. 11 universities, 6 enterprises, 1 business incubation base, and 3 areas established an "employment promotion alliance", "labor cooperation alliance", "innovation and entrepreneurship alliance", and "practice base alliance". A command center has also been built to establish three smart systems of human resource data monitoring, business operation and job recruitment in Xiqing, which have collected 26,000 pieces of information about enterprises and job seekers, and provided support for scientific decision-making and accurate services.
Xiqing district will further stabilize its employment rate, and improve its employment structure and employment quality through the implementation of the "joyful career in Xiqing" action plan.
