In order to implement the action plan proposed at the Beijing Summit of the Forum on China-Africa Cooperation, and to serve the development of higher education in Nigeria and the overall infrastructure plan for 2014-2043, the Luban Workshop was jointly built in Nigeria, the largest economy in Africa.

The schools and enterprises behind the project are Tianjin Sino-German University of Applied Sciences, Tianjin Railway Technical and Vocational College, University of Abuja of Nigeria, China Civil Engineering Group Co, and Huawei Technologies Co. This achieved the first "cloud unveiling" of Luban Workshop and the "cloud acceptance" of teaching equipment during the COVID-19 pandemic. It is a tribute to the 50th anniversary of the establishment of diplomatic relations between China and Nigeria.

Based on the electrical and electronic engineering, mechanical engineering, and civil engineering majors of Abuja University, the workshop has opened four professional directions, developed 21 sets of bilingual textbooks and resources, trained 25 teachers, and expanded new directions for applied majors.

It has also built a basic experimental training system, seven laboratories in cooperation with the University of Abuja, and a rail transit training center with China Civil Engineering Construction Corporation (CCECC). It also set up the training base at the Abuja City Rail Depot, which has created new horizons in which the Luban Workshop is positioned as "One Body with Two Wings".
