Over the next 3 to 5 years, a "city of design" with an area of 12.5 square kilometers at the upper reaches of the Haihe River will be built. It will cover five major categories and 83 subprojects, including the design industry, a smart city with new infrastructure, public services, and green ecology. In terms of the core area of the "city of design" in Wanxi street of Dongli, it will build a high-end design industry cluster, which will integrate industrial design, engineering design, marine design, and other professional designs, such as film and television, animation, and clothing. Taking advantage of the preferential policies in investment, it will accelerate the development of high-end manufacturing industries, including intelligent manufacturing, intelligent finance and intelligent health and other modern service industries.

Relying on the new innovation platform of the "city of design", Dongli will focus on its superior resources, industries and enterprises, accelerating deep integration with the digital industry and the digital economy, and promoting the development of a smart medicine and smart health industry. "With the construction of the 'city of design', we will form a deep integration of our digital economy and the pharmaceutical and health industry in Wanxin street. Focusing on emerging industrial sectors, such as artificial intelligence, medical machinery, medical software, and digital therapy, we hope to create an industrial development space of more than 5 billion yuan (about $700 million) in the future." said Yu Lili, director of Wanxin street office.
Dongli has been striving to become a hub of innovative enterprises, and has been promoting high-quality economic development by using innovation platforms and achieving docking with domestic leading enterprises and high-tech industries. According to this strategy, Dongli district signed an investment and industrial cooperation agreement with China Communications Construction in 2021, carrying out comprehensive cooperation with the top domestic enterprise, so as to build itself into a regional innovation center and entrepreneurship center of international competitiveness.
In 2022, Dongli has continued to make efforts to attract investment. Li Baopeng, deputy director of the project department of the Dongli Development and Reform Commission, said, "In 2022, Dongli has implemented 59 industrial projects, with a total investment of 40.2 billion yuan. The construction of these key industrial projects will promote the upgrading of local industries and help the high-quality development of the local economy."
