Dongli has taken measures to promote the reform of its comprehensive management of intellectual property rights, made every effort to build an intellectual property service industry area, stimulated innovation vitality through the protection of intellectual property rights, so as to optimize the regional business environment and provide strong support for regional green high-quality development.

In recent years, Dongli district has made every effort to build an intellectual property service industry cluster, built a 4,000-square-meter intellectual property building, introduced 30 professional service institutions to settle in the area, and established the Tianjin Intellectual Property Operation Alliance to provide one-stop intellectual property services for enterprises, research institutes and other innovative entities.
By the end of 2021, the total amount of intellectual property pledge loans in Dongli district had exceeded 300 million yuan (about $41 million). The district had also set up a 20 million yuan intellectual property pledge financing risk compensation fund pool, established a risk sharing mechanism involving the government, banks, guarantees and assessments, and encouraged and guided cooperative banking institutions to increase financial support for technology-based small and medium scaled enterprises.
Dongli will continue to work on the creation, application, protection, management and service of intellectual property, and focus on combating intellectual property infringement, so as to create a good business environment.
