Xinhe Subdistrict situates in the northwest core area of Binhai New Area. The Xinhe region is one of the origin of the Tanggu district. Xinhe covers a total area of 31.46 square kilometers, administrating 13 community neighborhood committees and 47 natural residential areas. It has approximately 75,000 resident population, and 32,000 registered individuals.

With a distinct emphasis on modern service industries, Xinhe has progressively shaped an industrial landscape revolving around key sectors. The old urban area of Xinhe serves as the hub for daily-life service industries, while the Beijing-Tianjin-Tangshan Expressway drives the growth of the information and technology innovation industry. Furthermore, the commerce and logistics industry predominates along the axis of Gangcheng Avenue. This "one axis, two verticals" industrial framework has become the hallmark of the subdistrict. In recent years, Xinhe has fostered economic integration with the high-tech zone through mutually beneficial investment agreements, facilitated seamless information exchange and resource sharing among various functional zones and subdistricts, and established synergistic investment mechanisms by capitalizing on third-party investment platforms and other available resources. These efforts have substantially enhanced the subdistrict's investment promotion capabilities and effectiveness.

Xinhe enjoys abundant land resources and excellent development opportunities, supported by well-connected transportation networks. Four railway lines, including the Beijing-Shanhaiguan Railway, the Tianjin-Qinhuangdao passenger dedicated line (high-speed rail), the Beijing-Tanggu Intercity Railway, and the North Beihuan Railway, serve the area. Additionally, four expressways, namely the Beijing-Tianjin-Tanggu Expressway, the Tianjin-Binhai Expressway, the Changchun-Shenzhen Expressway, and the West Zhonghuan Expressway, facilitate smooth transportation. The Tianjin-Binhai Light Rail seamlessly traverses the subdistrict, while nine major roads, such as the West Zhonghuan Expressway, the Ninth Avenue, Jintang Road, Yunshan Road, Hangzhou Road, Guangzhou Road, and Chezhan North Road, run through the area, ensuring convenient access. The Tanggu Railway Station and the Tianjin-Qinhuangdao High-Speed Rail Station serve as vital transportation hubs, while Tianjin Binhai International Airport lies a mere 24 kilometes away, facilitating effortless travel for business and leisure purposes, as well as seamless cargo transportation.
