The Tianjin Dongjiang Maritime Bureau has announced new measures to improve services, including the changing of registry and ownership of a vessel without suspending operation, the enhancement of government administrative services, the further expansion of maritime administrative powers, the optimization of channels for feedback, establishing a service column on WeChat, and expanding the coverage of electronic licensing.

The measure regarding vessels’ change of registry and ownership transfer without suspending operation will reduce costs and improve efficiency for shipbuilding companies.

Previously, ships had to undergo deregistration and re-registration during ownership transfer or change of registry, resulting in the halting of operations. In order to shorten the processing time, the maritime department has changed the previous sequential approval process, which involved nearly 10 certificates, to a parallel approval process.

Within two days, the processing time can almost cover the berthing time of ships coming from other areas to Tianjin, thus achieving the non-stop processing of business operations.
