Dai Yongkang, director of the Tianjin Development and Reform Commission, introduced the action plan of deepening and implementing the coordinated development of the Beijing-Tianjin-Hebei region at the press conference. The action plan puts forward 25 main tasks in seven sectors, including 95 major projects and 239 key work tasks.

First, pushing forward to undertake non-capital functions of Beijing. Improving Tianjin's business environment to attract enterprises to get good development. The action plan focuses on building the strategic cooperation zone for the coordinated development of the Beijing-Tianjin-Hebei region, improving the capability of key platforms such as the Tianjin Binhai-Zhongguancun Science Park, the Beijing and Tianjin Scientific Town and the Beijing-Tianjin Cooperation demonstration zone, pushing forward the upgrading of central urban area and planning to build the Tiankai higher education science and technology innovation park, the financial street and the CBD.

Second, pushing forward the deepening and implementing of "one base and three zones". The Outline of Coordinated Development of the Beijing-Tianjin-Hebei Region stipulates that Tianjin's functional orientation are the national advanced manufacturing research and development base, the North China international shipping core area, the financial innovation operation demonstration zone and the pilot zone for reform and opening-up. The action plan seeks to strengthen the linkage between manufacturing and research and development, promote the integration of ports, industries and city, enhance the financial innovation operation capacity and promote the healthy development of private economy in order to achieve the integration of regional market and business environment.

Third, pushing forward the deepening and implementation of the infrastructure integration. The action plan coordinately pushes forward the construction and operation of new infrastructure such as water network and energy network.

Fourth, pushing forward the deepening and implementation of the integration of industrial chain, innovation chain and talent chain. Strengthening regional industrial chain cooperation, building the Beijing-Tianjin-Hebei coordinated innovation community and boosting the integrated development of talent in order to form a pattern of integrated development featuring efficient coordination and complementary advantages.

Fifth, pushing forward the deepening and implementation of joint construction and protection of ecological environment. The action plan stresses the ecological protection of Beijing, optimizing and expanding ecological space, enhancing the joint control and protection of air pollution and water environment and providing ecological support for high quality regional development.

Sixth, pushing forward the deepening and implementation of the coordination of social policies and public service. The action plan focuses on the coordination of elderly care, employment, medical care, education, trade and cultural tourism and pushes ahead a number of convenience-for-people measures.

Seventh, pushing forward the deepening and implementation of pilot reform and demonstration in the region. The action plan seeks  to deepen the pilot reform of “Tongzhou district-Wuqing district-Langfang city”, involve the integrated development of Tongzhou with three north counties of Hebei Province, enhances the cooperation with Hebei province, serves the construction of Xiong'an New Area and removes barriers that restrict the free flow of factors of production.

In the next step, Tianjin will strengthen coordination and cooperation and effectively carry out the action plan to push forward the coordinated development of the Beijing-Tianjin-Hebei region.
