In 2023, Xiamen was listed as an exemplary city for service outsourcing in China in 2022 and ranked eighth in the comprehensive evaluation among 37 exemplary cities nationwide. The city accelerated the high-standard construction of its service outsourcing demonstration city in 2023.

From January to December 2023, Xiamen's enterprises undertook service outsourcing contracts worth 135.27 billion yuan ($19.64 billion), an increase of 51.2 percent compared to the previous year and exceeding the national growth rate by 33.6 percentage points. 

The actual executed amount was 85.29 billion yuan, a year-on-year increase of 37.3 percent and surpassing the national growth rate by 18.7 percentage points.

The value of offshore service outsourcing contracts undertaken was 33.06 billion yuan, a year-on-year increase of 7.4 percent, with an actual executed amount of 23.79 billion yuan, a year-on-year increase of 6.8 percent. 

From a business structure perspective, from January to December 2023, the city's enterprises saw a year-on-year increase of 4.5 percent in the executed amount of offshore business process outsourcing (BPO) and a 3.1-percent increase in the executed amount of offshore information technology outsourcing (ITO).

In terms of the international market, from January to December 2023, the city's enterprises experienced a 24.2-percent year-on-year increase in the executed amount of offshore service outsourcing from the United States. 

Additionally, the city's enterprises saw a 14.9-percent year-on-year increase in the executed amount of offshore service outsourcing from members of the Regional Comprehensive Economic Partnership, accounting for a total of 13.2 percent of Xiamen's offshore service outsourcing executed amount.
