Xiamen commerce bureau expands service outsourcing

The Xiamen Municipal Bureau of Commerce has taken four measures to expand service outsourcing on July 8.

First, service outsourcing and business attraction will be strengthened, especially targeting well-known enterprises for service outsourcing; transnational enterprises in Xiamen are encouraged to introduce such service to their parent companies and undertake offshore service outsourcing.

Second, positive contact with first-tier cities for subcontracts will be made, especially Shanghai and Beijing; enterprises are encouraged to undertake subcontracted offshore business.

Third, the edge of Taiwan will be brought into full play, i.e., the pattern of "Taiwan orders and Xiamen services" will be promoted to strengthen cross-Strait service trade cooperation.

Fourth, key service outsourcing businesses will be prioritized, i.e., the pattern of "4+2+3" --- "4" refers to software development and IT service, customer care, integrated and electronic circuit (IC) design and comics & games, the outsourcing of which will continue expanding; "2" refers to the supply chain management services and financial services, the outsourcing of which will be provided with own industrial characteristics; "3" refers to the latent capacity that can be further unearthed. Specifically, the outsourcing of industrial R&D design, bio-pharmaceutical R&D and cloud computing, will be developed over time.
