Shanghai has launched the Shanghai Online Game Industry Intellectual Property Protection Collaborative Mechanism at the 2025 China International Import Expo (CIIE), uniting industry association, government bodies and leading developers to strengthen intellectual property (IP) protection across the online gaming sector.
The mechanism was launched by the Shanghai Online Game Industry Association, the Shanghai Internet Industry Federation and the Xuhui District Game Industry Service Center, with the participation of major platforms, including miHoYo and Papergame.
Threats such as cheating tools, private servers, and game data leaks are becoming more common, challenging developers, while solo enforcement remains costly. The mechanism aims to encourage information sharing, establish coordinated standards, and promote joint actions to enhance the efficiency of rights protection.
Luo Xi, legal director of miHoYo, said IP protection must shift to collective governance. The mechanism's expert committee includes scholars from Peking University, Tongji University and East China University of Political Science and Law.
Participants signed a Joint Initiative for Intellectual Property Protection in Shanghai's Online Game Industry to encourage respect for originality and coordinated enforcement. The mechanism seeks to connect industry stakeholders and policymakers, fostering sustainable and innovation-friendly governance.
