Shanghai's Xuhui district aims to set example for IP protection

Shanghai's Xuhui district has been approved to establish itself as a national intellectual property protection demonstration zone. It aims to further enhance IP protection to boost new quality productive forces, contributing more model examples to support the goal of building an IP powerhouse.

As a key player in Shanghai's innovation landscape, Xuhui is at the forefront of integrating IP protection with technological advancement. Emphasizing the principle that "protecting IP is protecting innovation", Xuhui has invested over 300 million yuan ($42.12 million) of IP special funds since 2017 to foster invention and technological application, according to Wang Hua, head of the Xuhui district, in an interview with China Intellectual Property News.

Wang highlighted the district's strategic IP initiatives. The district has implemented strong policy support, including the 2022 Support Measures for High-Quality IP Development, which offered financial incentives to attract innovative enterprises.

Proactive measures have been taken to protect IP. Alliances in key areas like artificial intelligence and gaming have been formed to monitor and address infringements. Xuhui has also established Shanghai's first district-level IP public service center, providing comprehensive services for IP creation, management, and enforcement.

Leveraging the clustering of emerging industries, leading companies, and research institutions, Xuhui has established a robust IP protection ecosystem. Notable cases, such as the crackdown on a major counterfeit LEGO operation, demonstrate the district's commitment to rigorous enforcement.

As Shanghai seeks to become an international IP protection hub, Xuhui's efforts provide a powerful model for integrating IP strategies with regional economic development.

Looking forward, Xuhui aims to further its role as a national IP protection demonstration zone by focusing on digital economy IP protection and talent cultivation. Initiatives include creating a digital economy IP protection pilot area and enhancing protections for cultural industries.
