Shanghai IP chief shares insights at China conference

The 12th China Intellectual Property Annual Conference – themed on "Intellectual Property Supporting All-round Innovation" – took place in Jinan, capital of East China's Shandong province, on Sept 19-20.

Rui Wenbiao, director general of the Shanghai Intellectual Property Administration, attended a forum on "Promoting the Construction of a Protection System and Building an International First-Class Business Environment".

He delivered a keynote speech on "Strengthening Intellectual Property Administrative Adjudications and Protecting the Rights and Interests of Innovative Subjects Efficiently".

Rui shared Shanghai's experience and practices in boosting the administrative adjudication system and mechanism. He talked about improving the effectiveness and efficiency of administrative adjudications and establishing a "fast mediation + fast adjudication + fine review" trial mode – as one of the first pilot areas for patent infringement disputes administrative adjudications demonstrations.

Rui also highlighted some of Shanghai's achievements and innovations in patent infringement disputes administrative adjudications, such as its handling of the first major patent infringements dispute administrative adjudication case in the country – and attracting more foreign-funded enterprises to choose the Shanghai Intellectual Property Administration to deal with drug invention patents administrative adjudications cases.

Rui said that Shanghai would continue to deepen the standardized construction of patent infringement disputes administrative adjudications.

It would provide models for the intellectual property administrative adjudications system – and support market subject innovation development and high-quality economic development with greater efforts.
