China will strengthen the protection of intellectual property rights -- with IPR protection stressed in the Government Work Report delivered at the fourth session of the 13th National People's Congress on March 5.

The report said China will improve its capacity for science and technology innovation, promote the construction of a national laboratory and improve the layout of scientific and technological projects and innovation bases throughout the country.

The country will support local governments to establish international and regional science and technology innovation centers, to boost the leading role of national innovation demonstration zones.

Basic research is widely deemed to be the foundation of science and technology innovation. China will also improve the stability of its support mechanisms, increase funding for basic research and increase autonomy in the use of the funding, to provide a better environment for scientific and technological research personnel.
