North China's Shanxi province has unveiled the "2025 Implementation Plan for Accelerating High-Quality Development of Provincial Transformation Demonstration Zones", aiming to establish these zones as leading areas for cultivating new quality productive forces and shaping new development advantages.

Shanxi will ensure comprehensive recruitment of senior management talents for the demonstration zones and establish an industrial development fund. To promote the zones' global outreach, the creation of international cooperation parks is also encouraged.

The plan emphasizes technological renovation and digital and intelligent transformation by upgrading traditional industries within the zones. It also supports the vigorous development of new technologies such as blockchain, the Internet of Things, and 5G.

Efforts will be made to reduce carbon emissions and pollution and expand green spaces within the zones. The development of energy-saving, environment-friendly, and resource-recycling industries will be prioritized.

The plan supports the establishment of key laboratories, new research institutions, technology innovation centers, and enterprise technology centers at national and provincial levels.

The demonstration zones are encouraged to undertake industrial transfers from the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. This will accelerate their integration into global industrial, supply, innovation, and value chains.

Increased financial support will be provided to actively promote the zones' leading role in industrial transformation and upgrading, technological innovation, and reform. Under government investment guidance, more social capital will be attracted.
