Wu also emphasized that talent is the key to innovation, saying that it is important to attract and retain talent, provide platforms and create a favorable environment for them.

Wu also offered suggestions on how to attract excellent talents and, more importantly, retain them in Shanghai.

She believes that it is necessary to address the household registration issue for talents coming to Shanghai and further optimize policies related to settlement and housing. 

She also suggested that Shanghai could enhance the construction of talent apartments, improve facilities for affordable housing, and increase living resources. 

Furthermore, Wu said that Shanghai should attract a variety of talent by continuously optimizing the business environment and providing personalized services to incoming talent.
