The Shanghai government work report delivered at the second session of the 16th Shanghai Municipal People's Congress on Jan 24 has spurred discussions on talent cultivation and innovation.

The report has sparked enthusiastic responses from members of the Shanghai Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC). Several members shared their insights on how Shanghai can tap into, attract, and cultivate talent.

CPPCC member Zhang Taoxu talked about the report's emphasis on accelerating the cultivation of scientists and technologists in strategically important fields, overseas talent, and top talent.

Zhang said that in addition to traditional methods such as overseas recruitment and campus cultivation, Shanghai, as a global hotbed for enterprise development, can also focus on enterprises that use special and sophisticated technologies to produce novel and unique products, as well as small and medium-sized enterprises.

"As enterprises grow, talents also mature accordingly," said Zhang. He pointed out that well-known domestic enterprises all started as small businesses, and their founders and partners eventually became industry leaders. "If talents at small and medium-sized enterprises are appropriately guided and cultivated, they can contribute to the development of enterprises and aid in the high-quality development of Shanghai's economy," he said.

The government work report proposed creating a favorable innovation ecosystem, implementing exclusive services for outstanding talent from around the world, and advancing the "one-stop" reform in talent services.
