Pudong New Area held the Global Operation Programme (GOP) Promotion Conference on Dec 12, during which it unveiled a series of measures to support the high-quality development of global operators.

Over the next three years, Pudong will focus on implementing four major actions to create an influential hub for the global industrial chain, supply chain, and value chain.

People representing a group of newly-included GOP enterprises said that amidst the current global economic uncertainty, they see many opportunities in the Chinese market, and becoming a global operator is a critical step in expanding their presence in China.

To further promote the development of headquarters economy, Pudong New Area launched the GOP plan in 2020, aiming to attract more leading headquarters enterprises and global operators with global resource allocation capabilities as well as enhance Pudong's position in the global industrial chain, value chain, and innovation chain. Over the past three years, more than 180 companies have been included in the plan.

Last year, the world's largest medical laser equipment company, Lumenis, set up its first innovation base in the Waigaoqiao Bonded Area in Pudong, just 60 days after the base was approved, in a stunning example of "Shanghai speed".

"As a new member of the GOP plan, we hope to continue extending the industrial chain, supply chain, and value chain in the Chinese market," said Zhai Qiying, senior vice-president of Lumenis Asia.

Milwaukee Chemical Supply Chain Service Co., Ltd. is also a new member of the Global Operator Plan. Miao Leimin, Vice President of the company, stated, "We provide 'one-stop' cross-border supply chain services and have been based in Pudong for many years. We decided to establish our headquarters here because we see GOP as a comprehensive service package, including financial innovation policies and trade facilitation, among other things. This policy support is urgently needed for the future development of the company."

Currently, Pudong is home to more than 1,000 types of headquarters enterprises in multiple fields, which have played an important role in promoting the economic development of Pudong, enhancing the city's capabilities and influence.
