Lin Yutao, born in June 1972, is of Han ethnicity and a member of the Communist Party of China. He holds a master's degree in public administration from the Shandong Provincial Party School. He is currently the vice mayor of Yantai, a member of the leading Party members group of the Yantai Municipal People's Government, Party secretary of Penglai district, the head of the Penglai District Party School, and the deputy secretary of the Party Working Committee of the Yantai Huang-Bohai Sea New Area.

Lin is responsible for work related to education, civil affairs, agriculture and rural affairs, rural vitalization, marine development and fisheries, health and wellness, medical insurance, and big data.

He manages the Yantai Municipal Education Bureau, the Yantai Municipal Civil Affairs Bureau, the Yantai Municipal Agriculture and Rural Affairs Bureau (also known as the Yantai Municipal Rural Vitalization Bureau), the Yantai Municipal Marine Development and Fisheries Bureau, the Yantai Municipal Health Commission, the Yantai Municipal Medical Insurance Bureau, and the Yantai Municipal Big Data Bureau.

He is also responsible for maintaining contact with the Yantai Municipal Committee of the Communist Youth League, the Yantai Disabled Persons' Federation, the Yantai Red Cross Society, and higher education institutions based in Yantai.
