Born in March 1972, Yu Shengtao is of Han ethnicity and a member of the Communist Party of China. Yu holds a bachelor's degree, and he is currently a member of the Standing Committee of the CPC Yantai Municipal Committee, vice-mayor of Yantai, and deputy secretary of the leading Party members group of the Yantai Municipal People's Government.

Yu is responsible for the daily operations of the municipal government, as well as the work of the municipal government agencies, development and reform, natural resources and planning, safety measures, emergency management, State-owned assets management, administrative approval services, statistics, forestry, national defense mobilization, government function transformation, development strategy research, government affairs transparency, and the investment and operation of municipal state-owned capital. He also assists Mayor Zheng Deyan with financial and auditing work. 

He manages the General Office of the Yantai Municipal People's Government, the Yantai Municipal Development and Reform Commission, the Yantai Natural Resources and Planning Bureau, the Yantai Municipal Emergency Administration, the Yantai State-owned Assets Supervision Committee, the Yantai Administrative Approval Service Bureau, the Yantai Statistics Bureau, the Yantai Forestry Bureau, and the Yantai National Defense Mobilization Office.

He is additionally responsible for maintaining contact with the Yantai Municipal Tax Service, the Yantai Investigation Branch of the National Bureau of Statistics, State Grid Yantai Power Supply Co, the Yantai Fire and Rescue Bureau, and Huaneng Yantai Power Generation Co.
