Born in May 1971, Sui Zilin is of Han ethnicity and a member of the Revolutionary Committee of the Chinese Kuomintang. Sui holds a master's degree in public administration, and she is currently the vice-mayor of Yantai, and chairman of the Yantai Municipal Committee of the Revolutionary Committee of the Chinese Kuomintang.

Sui is responsible for the work of human resources and social security, culture and tourism, sports, and supply and marketing.

She manages the Yantai Municipal Human Resources and Social Security Bureau, the Yantai Municipal Bureau of Culture and Tourism, the Yantai Municipal Bureau of Sports, and the Yantai Supply and Marketing Cooperative.

She is additionally responsible for maintaining contact with the Yantai Archives Bureau, the Yantai Municipal Archives, the Yantai Local History Research Institute, the Yantai Media Convergence Center, the Yantai Federation of Literary and Art Circles, the Yantai Federation of Social Sciences, and the Yantai Disabled Persons' Federation.
