Zheng Deyan, born in September 1969, is of Han ethnicity and a member of the Communist Party of China. He has a doctor's degree in agriculture.

Zheng is currently the deputy secretary of the CPC Yantai Municipal Committee, mayor of Yantai, and secretary of the leading Party members group of the Yantai Municipal People's Government.

He oversees comprehensive municipal government affairs and is responsible for financial and auditing matters. He also supervises the Yantai Municipal Finance Bureau and the Yantai Municipal Auditing Bureau.
