Born in 1975, Liang Yong is a male of Han ethnicity. Liang holds a doctor's degree in science. He is currently the vice-mayor of Yantai, and also a member of the leading Party members group of Yantai Municipal People's Government.

Liang is currently responsible for water conservancy, agriculture and rural affairs, rural vitalization, marine development and fisheries, and the ecological environment. He is also in charge of affairs related to the construction of marine economic demonstration zones.
