The Qingdao West Coast New Area (Qingdao WCNA) has become a national leader in high-quality marine economic development. As China's only State-level new area focused on the marine economy, it has made a significant transition from fragmented operations to a highly efficient, integrated synergy model. This has boosted its marine production value from 58.99 billion yuan ($8.7 billion) in 2014 to 225.58 billion yuan in 2025.
Innovation is the driving force behind this growth. By integrating local resources — including 12 marine-focused universities and 309 innovation platforms — the area bridges the gap between laboratory research and commercialization. A great example is the success of "algal oligosaccharides", where local enterprises and research institutes are co-developing a 50-metric-ton production line and plan to expand to a 2,000-ton industrial base.
The area also leverages its dual-port advantage at Qianwan Port Area and Dongjiakou Port Area to foster a world-class logistics hub. Through its "port-industry-city" integration and streamlined customs processes like the "Guan Gang Tong 2.0" system, transit times for cold-chain inspections have been reduced by up to two days.
Ecologically, the area has pioneered "land-sea" integrated governance. By implementing a bay chief system linked to river management and utilizing satellite remote sensing, the region has restored over 150 kilometers of coastline. These efforts have not only improved environmental health but also enabled innovative financial paths, such as the 10-million-yuan credit loan based on the Lingshan Island's ecosystem product value.
Qingdao WCNA is now a global model for sustainable marine governance, contributing essential "Chinese solutions" to international ocean cooperation.
