Shinan district in Qingdao is supporting a growing group of youth-led small businesses through an initiative designed to help young entrepreneurs attract customers, improve operations, and access financing.
The district has recognized an initial group of 15 businesses under its initiative to empower small businesses. These small, independently operated businesses are run primarily by young entrepreneurs and focus on areas such as cultural and creative products, specialty food and beverages, tourism experiences and lifestyle services.
Compared with large commercial complexes, youth-led small businesses tend to be more flexible and more creative, making them well suited to younger consumers seeking personalized shopping experiences. However, many face early-stage challenges such as limited operating experience.
Shinan has therefore introduced a range of support measures to help them overcome these barriers, including promotion and business training. Local content creators and influencers have been invited to introduce selected shops through short videos and social media.
One example is a cultural and creative shop near a famous scenic area. The store develops products inspired by Qingdao's architecture, coastal scenery, and everyday life, including vintage-style puzzles, fragrance cards, and shell specimens.
Some businesses are expanding beyond retail. One bookshop, for example, hosts talks, entrepreneurship events, and academic exchanges, turning the space into a meeting place for young people.
The initiative also seeks to bring new consumer activities to Shinan's historic neighborhoods.
