Shinan impliments 'one license' policy to simplify business procedures

In recent years, Qingdao's Shinan district has been dedicated to improving government services, particularly by promoting the "one license, multiple addresses" policy to facilitate business activity.
Under the new policy, companies operating across different districts within Qingdao can apply for record-filing procedures for their premises without the need to establish new branch offices, as long as they comply with certain criteria and do not exceed their business scope.
The reform of "one license, multiple addresses" goes beyond traditional branch office setups, allowing a single business license to cover operating addresses in various districts of Qingdao concurrently. This change simplifies approval processes, lowers entry barriers for businesses, and streamlines enterprise registration, leading to reduced management costs.
To further enhance convenience for the public, the Shinan district administrative examination and approval bureau has established "government service convenience points" in collaboration with 22 local bank branches. Enterprises can handle various procedures, such as business registration and the opening of bank accounts, with the assistance of onsite agents and through online applications.
When businesses and individuals conduct transactions at bank branches, they can also use assistant agents to help them complete online applications for business registration, seal engraving and scheduling appointments to open bank accounts.
