Shinan continues to optimize business environment

Shinan district in Qingdao, East China's Shandong province, plans to give priority to optimizing its business environment and improving its service efficiency as part of its efforts to attract investment.
Since the launch of its examination and approval service at the Qingdao citizen center, Shinan has set up "one-stop" service windows for business registrations.
Business license applications, seal engraving, invoice application, social security and medical insurance and provident fund registrations can all be handled at the windows and the completion of the whole process can be finished soon.
Ludian (Qingdao) Urban Construction Co completed its registration on Jan 2 in Shinan district, becoming the first enterprise with a registered capital of 100 million yuan ($14.4 million) in Qingdao in 2023.
The company is a key investment project in Shinan sistrict. After learning about the registration and approval requirements for enterprises, Shinan’s Administrative Approval Bureau immediately urged the approvers to provide "one-to-one" all-round assistance and agency services. The enterprises completed online electronic signatures on Jan 2, and the process was completed within one day.
"The staff of the examination and approval bureau not only took the initiative to contact the engraving stores for us to speed up the process, but also prepared a free gift for our business start-up, which was the best New Year’s gift we have received" said Mr. Zhou, an employee at Ludian.
Based on the demands of enterprises, the district has launched measures to solve their problems with the help of the government.
Shinan has pioneered the "project manager" system, which helps handle all approval procedures for key projects throughout the administrative process, and promotes the implementation and commencement of key projects. It has also established a normalized communication mechanism between the government and enterprises, and has held a series of face-to-face activities.
At present, numerous reforms have streamlined the administrative approval process, which has benefited many market players.
