Shinan brings in investment, talents

Shinan district in Qingdao, Shandong province is focusing on attracting investment and talents with the goal of becoming an international center integrating headquarter economy, trade, transportation, exchange and fashion.
The Shinan district bureau of human resources and social security recently signed a cooperation agreement with FESCO Adecco, a joint-venture human resources service company backed by a China 500 company and a Fortune Global 500 company. The district has utilized the company's abundant resources to establish its first workstation for attracting talents.
Shinan has formed three delegations to travel to Beijing, Shanghai, and Guangdong province and try to attract investment. The delegations had visited a total of 980 enterprises and attempted to get 362 projects signed by the end of September.
Shinan district also provides preferential policies and financial support for top-notch talents.
Wang Zicai, an academician of the Chinese Academy of Engineering, was recently named a "permanent expert" in Qingdao. He specializes in system simulations and is a chief scientist at a technology company in Shinan.
In August, a study camp for global doctoral candidates was held in the district, attracting scholars from over 20 colleges.

A doctoral candidate from the China University of Petroleum said that during the camp he was impressed by the research and development capabilities of technological enterprises in the district and expressed a desire to work in Qingdao after graduation.
During a cooperation fair held in the city in November, 17 talents from six countries signed agreements with nine enterprises involving biomedicine, electronic information, new energy, and more.
This year, the district has attracted around 2,840 high-level talents, which is expected to provide a boost to local development.
