Qingdao Software Park, in downtown Qingdao, has been identified as a national torch plan software industry base, a national technology business incubator and a national software and information service industry demonstration base.

The government of Shinan district invested 1.07 billion yuan ($159 million) to build the park on 108,000 square meters (sq m). The park, whose planned construction area is 294,000 sq m, opened to the public in 2004. The five office buildings – E1, E2, E3, F1 and F2 – were put into use in 2018 and designed to host the headquarters of well-known software enterprises.
