With an investment of 420 million yuan ($61.92 million) by Shinan district government, the park was constructed on 100,000 square meters (sq m) of land and opened to the public in January 2009. With a floor area of 116,000 sq m, its greening rate is 45 percent.

Featuring the integration of culture and technology industries, the park is engaged in the fields of software technology, film and television animation, architectural design, media, and public relations. It has been identified as a national animation and creative industrial base, a cultural industry demonstration base of Shandong province, and a cultural industry demonstration park of Shandong province.
