The center, located at No.48 Hong Kong West Road in Shinan district, enjoys a favorable location near the city's Great Eight Passes (Badaguan) building group, May Fourth Square, the Olympic Sailing Center and the business circle of Hong Kong Road.

The center was built with investment by Qingdao Guoxin Development (Group) Co Ltd. With a floor area of more than 490,000 square meters, it comprises three tower buildings and an annex. It is designed to offer seven functions: a hotel, an office building, a brand center, a business center, apartments with ocean views, an arts center and a museum. It aims to become an urban landmark featuring the economy, finance and culture. The construction period for the project is from December 2014 to December 2020.
