1. Overall layout
The Blue Silicon Valley is mapped out as “one zone, one belt and one park” in the overall layout. The zone is the Blue Silicon Valley Core Area which occupies all the land and ocean area of Jimo county’s two towns, Aoshanwei and Wenquanzhen. Housing a population of 10,000, the zone covers a land area of 218 square kilometers and ocean area of 225 square meters. The belt is a long strip of land runs from the core area to Laoshan Science and Technology City(崂山科技城). The belt of a planned land area 70 square kilometers will cluster with marine science and technology innovation and commercialization incubators. The park is Jiaozhou Bay North Park of Qingdao National High-tech Industrial Development Zone (高新区胶州湾北部园区) which covers a land area of 63 square kilometers. Managed independently but with strong link, one zone, one belt and one park will be supportive for each other and develop in harmony.
2. Layout of the core area
Facing Aoshan Bay in the east, the core area is a picturesque area facilitating with convenient transportation. Aoshan and Wenquan, two towns of a land area of 218 square kilometers and ocean area of 225 square meters have prepared a good platform to boost high-end marine technology research institutes and innovation and to promote the area as Blue Silicon Valley. The area will commit its functions in science and technology incubating, drive for innovation and comprehensive service for scientific and technological innovation.
——Science and technology incubating and innovation driving The area is striving to ramp up its science and technology incubating service, aiming to attract more domestic well-known research institutes, colleges and universities, as well as Qingdao’s marine scientific institutions settle down in the core area. Major platforms for marine scientific research, education, commercialization and academic exchanged will be set up in this area to accelerate the development of marine technology. Make its effort in top marine technology talent cultivating, high-end marine technology R&D, the core area is positioned to be the drive for high-tech industry development
——Full service for scientific and technological innovation. The governmental service area, financial business area and resident area are mapped out properly in the area. By facilitating this area with modern service including education, healthy and culture, the area is going to integrate modern service industry with marine technology R&D, marine commercialization. The area will be a complex of governmental service, business and public service.
3. Layout of the belt
A long strip land in Laoshan District is projected to be the belt for marine technology innovation and commercialization incubation. This belt is runs along Binhao Da Dao from the core area to Laoshan Science and Technology City in the south. The research institutes, colleges and scienfic service platforms are clustering along Binhao Da Dao. The priority will be given to the construction of Laoshan Science and Technology City and Tuzhaihe Incubation Base(土寨河成果孵化基地).
Laoshan Science and Technology City covers an area of 45 square kilometers which stretched from Jinsong 7th Road in the west to Laoshan Mountain in the east; it is situated on the south of Liaoyang Eeast Road to the juncture of Laoshan district and Lichang district. Basing on the universities and research institutes and taking full advantages of existing resources, Laoshang Science and Technology City is ramping up its effort to enhance the commercialization of research findings and quicken industrial upgrading. In accordance with its development strategy, it also set itself a high standard in the construction of industrial platforms including Laoshan Biological Industrial Park(崂山生物产业园), Qingdao International Innovation Park(青岛国际创新园) and the headquarters of scientific and technological enterprises.
Tuzhaihe Incubation Base is located along the banks of Tuzhaihe River, Wanggezhuang Villiage in Laoshan District. This base of 15 square kilometers will be a concentration of scientific and technological incubating projects to accelerate the commercialization of research findings in marine biology, new energy and information technology.
4.Layout of Jiaozhou Bay North Park of QNHIDZ
Jiaozhou Bay North Park of QNHIDZ is the third generation ecological and high-tech new town in Qingdao’s construction planning. It is positioned as the strategic emerging development zone of the Blue Silicon Valley. It will gives the priority to the construction of three functional areas related to the emerging industries including marine bio-pharmaceutical, high-end marine equipments and energy conservation and environmental protection, as well as new generation electronics and information.
The functional area of marine bio-pharmaceuticals industry is a area of 2.5 square kilometers located along the banks of Rongmaohe River(祥茂河) which stretched from Zhengyang Road(正阳路) on the north to Hedong Road (河东路)in the south. It is striving to spur the construction of national university science park and blue bio-pharmaceutical industry park which will faciliate it as a public incubators center for bio-pharmaceutical industry. The marine industries include bioactive substance extraction, marine genetic engineering and marine medicines development will boom in this area.
The functional area for high-end marine equipments and energy-conservation and environmental protection is along the east bank of Hongjianghe River which stretched from Zhengyang Road on the south and Xiangmaohe River on the west. The priorities will be given to the development of Sino-European Eco-tech Park (中欧生态科技园) to make it a R&D and commercialization base. Featured with marine instrument and intelligent equipment, marine industries including marine acoustics technology and equipment, marine ecology and environmental protection, marine engineering equipment will cluster in the area of 10.8 square kilometers.
The functional area of new generation electronic and information is located on the southwest of Central Intellectual Island, along the Huoju Road. In the planned area of 6.9 square kilometers, the key projects including IC Design Industrial Park(集成电路设计产业园) and Software Design Industrial park(软件设计产业园) will provide platforms for the industries development, including marine comprehensive information system, port logistics information system and basic software.
5. Key fields of science and technology innovation
(1) Marine biology
Marine medicines and biological products The marine medicines and biological products development will put the priorities in marine medicines, marine functional foods and marine biological products and make breakthroughs in key technologies including marine bioactive substance extraction, screening, function analysis and marine biology genetic sequencing. The key projects such as National Biology Industrial Base(国家生物产业基地) and Qingdao Blue Bio-medical Industrial Park(蓝色生物医药产国园) will be the clusters of competitive enterprises and groups in marine medicines and biological products industry. Put more effort in the key technologies including chitosan and its derivatives preparation and deep processing to make breakthroughs on them. The Blue Silicon Valley will focus on the development of medical dressing and special functional fibers to promote the usage of artificial cornea and healing materials made from chitosan as well as its derivatives.
It aims to be an incubation base for marine biological demonstration enterprises and be the demonstration base of marine functional materials industry.
Fish breeding and marine farming To achieve the goals of fish breeding and marine farming, Blue Silicon Valley strives to break through the key technologies in seawater breeding, healthy farming and disease control. Work full steam on the development of deep-sea aquaculture equipment and technology and focus on the cultivating of high-quality and high-yielding aquaculture species, it aims to be the national major R&D center of high-quality germplasm as well as the breeding base of aquatic species. The coverage of aquatic quality stocks is aiming to over 90 percent with 10 quality stocks plant of above provincial level and a batch of demonstration marine ranching.
(2) Comprehensive utilization of seawater and new marine materials
Comprehensive utilization of seawater The Blue Silicon Valley plan to organize the industry technological innovation alliance by introducing R&D organizations and talents professional in seawater desalination, and the R&D centers of foreign or domestic seawater desalination enterprises. To build seawater desalination equipment manufacturing base as platform, it highlights the technological breakthroughs of integration system in large-scale seawater desalination plant, and also focus on the development of key equipments including low-cost osmsis-reverse desalination membrane and corrosion resistant high-lift pump. The Blue Silicon Valley is exerting itself to promote seawater desalination demonstration projects. To launch the pilot project of daily seawater in Binhai housing estate, it positions itself to grow into a national seawater desalination demonstration city. It will also speed up the development of extraction technology of seawater chemicals.
New marine materials The Blue Silicon Valley is making effort to be vanguard in the technology development of new marine materials including anti-corrosive and anti-fouling paint applied in ship and marine engineering, environment-friendly resin and corrosion resistant alloy materials and pressure-tight waterproof materials. Echoing Blue Silicon Valley’s strategic plan, the research center, assessment center and industrialization base to be build will strongly advance the development of new marine materials.
(3) New renewable energy and energy conservation and environmental protection
In terms of marine renewable energy, Blue Silicon Valley is trying to hit the breakthroughs in the key technologies including tidal stream generators, offshore-based installations and marine biomass energy. With an emphasis on the development of tidal stream turbines of hundred kilowatt power output, offshore-based turbines of power output over 7 megawatt and large-scale floating wave turbines, it is expected to be the demonstration zone in marine comprehensive utilization. Meanwhile, the progress in marine microalgae biomass development and seawater source heat pump application will facilitate it a demonstration zone of this filed.
In terms of marine environment, it will emphasize on R&D of key technologies and products for monitoring, analyzing and eliminating marine pollution and harmful algal bloom.
Efforts will be made in develop technologies, equipment and products of energy-saving and cleaner production. The technology and equipment in related with marine ecological rehabilitation and protection.
The Blue Silicon Valley is aiming to be the demonstration zone of marine circular economy which cluster with marine environmental-friendly industrial group.
(4) Marine instruments and ship equipment
The marine instrument and meter
The marine instrument and meter make key technical breakthroughs in the sensing device and three-dimensional device for monitoring the marine environment.
Efforts will focus on developing new technology devices, including a series of devices for exploring marine resources and monitoring the marine environment, the marine remote sensing and information processing technology, the integration technology for submarine monitoring network, marine acoustic device, optical measurement and mapping.
Other new technologies also include the device for spectral imaging and analyzing, the technology and equipment for submarine welding, the analyzer for quick identification of marine oil spill and the marine hazard warning buoys.
Progress will be made in the localization and large-scale production of marine instruments and meters, so as to establish a national research and development base in the relevant fields.
The equipment for exploring deep-sea oil, gas and mineral resources
Key technique breakthroughs will be made in exploring deep-sea oil, gas and mineral resources as well as developing the equipment and ancillary for large-scale construction projects.
It will emphasize on exploring the deep-sea oil and gas and upgrading the technology and equipment of natural gas hydrate exploration.
In addition, the industry of manufacturing deep-sea equipment and ancillary, such as the submarine intelligent robot, submarine autonomous vehicle and submarine glider, is on the top priority.
Achievements will also made in exploring and utilizing mineral resources, such as deep-sea polymetallic nodules and hydrothennal sulfide, as well as developing life safety and security equipment, so as to establish a national manufacturing base for deep-sea engineering equipment.
The design and manufacture of ship equipment
Efforts will be made in promoting the international and domestic institution and organization in ship design and research, as well as the introduction of qualified personnel. Key technique breakthroughs have been made in special ship design, power system establishment and side driving force location.
The ship’s ballast water treatment system and electronic communication and navigation equipment have been put on the top agenda.
The yacht industry
Progress will be made in improving the independent research and development in the yacht industry, so as to establish a top yacht manufacturing base in China.
