Dongying city — located in East China's Shandong province — is building a robust, multi-level science and technology talent platform system, driving regional innovation and industrial transformation forwards.
To date, the city has established 16 national, 107 provincial and 525 municipal-level innovation platforms, supporting 169 national and provincial research projects.

Focusing on core sectors such as petrochemicals, tires and emerging industries like new energy, Dongying has strategically developed eight high-level innovation platforms.
These cover dominant and emerging sectors, attracting over 430 top-tier talent in the past three years, including 20 academicians and 153 people with doctorates. The synergy of platforms attracting talent and industries gathering talent is driving deeper integration of the talent and industrial supply chains.
New R&D institutes speed up tech transfermation
The city has launched 26 new-type R&D institutes, including four under the Chinese Academy of Sciences system. With over 1,000 researchers, these institutes have tackled 13 major projects and broken through bottlenecks in 20+ critical technologies — accelerating the journey from research to industrialization.
Key labs strengthen scientific foundations
Dongying is host to one national and eight provincial key laboratories. Among them is China's only lab for shale oil and gas exploration which has attracted 229 experts — including academician Guo Xusheng — achieving significant breakthroughs. Moreover, the Shandong CCUS lab also leads in carbon capture technology, with globally recognized achievements.
