Dongying releases China's first CCUS industry development plan

Dongying held a press conference to announce the release of the Carbon Capture, Utilization, and Storage (CCUS) Industry Development Plan on Dec 3, which was approved on Nov 18.

This plan marks a significant step in advancing green transformation and reducing carbon emissions.

Vice mayor Yang Yong highlighted that CCUS technology captures carbon dioxide from industrial and energy sources, transports it to suitable sites, and either utilizes it for industrial processes or securely stores it underground.

He also pointed out that Dongying, home to China’s most comprehensive range of CCUS equipment, has already established eight carbon capture projects with an annual capacity of 1 million tons. Also, the Shengli Oilfield is hosting China’s first million-ton CCUS project.

The plan outlines goals to build a globally competitive CCUS cluster by 2025, with Dongying aiming to have 1 million tons of annual oil recovery capacity and over 500,000 tons of chemical utilization capacity, which will generate over 8 billion yuan ($1.1 billion) in annual revenue.

By 2035, it hopes to achieve a carbon capture capacity of 10 million tons and create a robust industrial pipeline network.

Spatially, the plan divides the city into four clusters for efficient carbon capture and storage. Key projects include developing advanced CO₂-based chemicals and leveraging the Yellow River Delta's location for marine and agricultural applications.

This ambitious strategy will position Dongying as a national leader in CCUS innovation, promoting economic growth while promoting sustainable, green development.
