Qianxinan prefecture in Guizhou province will attempt to develop "all-for-one" tourism in an effort to revitalize rural areas according to Yang Yongying, governor of the prefecture, speaking on March 9.
All-for-one tourism was first mentioned in China's Government Work Report in 2017 and refers to efforts to cater to the growing tourism industry, in an effort to diversify the economy away from traditional industries.
The concept provides incentives for local governments to integrate tourism resources to make efficiency savings, while focusing on providing quality services.
The goal of promoting the tourism industry is to provide a boost to rural areas by improving their services and appearance, attracting tourists, and creating new jobs for rural residents, said Yang.
For the first stage of the plan, the prefecture will build a characteristic town, as well as agricultural attractions all rated above 3A level on China's tourism rating system.
Further plans include building Xingren Coix Seed Town, Puan Tea Town, Ceheng Banana Town, and Longtou Mountain Agricultural Complex –– deepening the integration of local agriculture with the developing tourism industry.
Qianxinan prefecture also plans to construct new infrastructure, dedicated tourist facilities, and new restaurants and shops. Existing facilities will also be renovated to help improve the appearance of the local area.
The developing tourism industry is creating new jobs and helping lift people out of poverty, said Yang.
In 2017, tourism brought in tourist revenues of 3.1 billion yuan ($490.42 million), an increase of 54 percent compared to the same period in 2016. The prefecture received a total of 3.6 million tourists, an increase of 57 percent compared to 2016.
