The Guizhou government has announced its intention to make Guiyang, Gui’an New District and Qianxinan the data industrial base for the province. 

Responding to current conditions, Qianxinan prefecture built 15 online applications to speed up the development of the data industry. The applications include a poverty-relief cloud application, an education service online platform, an e-commerce platform, an agricultural cloud application, a health care cloud application, and a tourism cloud application. 

The prefecture is ambitious of forging Xingyi City and Yilong Pilot Zone into a pilot zone for big data industries, and is inviting companies all over China to open offices in the park. 

Why Qianxinan?

Firstly: It has a good environment, rich energy, convenient transportation and sufficient talents. The average temperature of the prefecture is between 13.6 C and 19.1 C. It is known as a “natural air conditioner” which could help cool down data centers and lower their costs. 

The prefecture has built a power station and a heat-engine plant with a total installed capacity of more than 7 million kW. It is an important power source for electricity transmission from the west to the east. Its abundant capacity will guarantee the operation of big data industry.

In addition, the prefecture has over 30,000 graduates in computer science, electronic information and software engineering, ready to provide sufficient skills for the development of big data industry.

Secondly: Companies will enjoy preferential policies for land, finance and tax, electricity and telecommunication in the prefecture. In addition to national and provincial preferential policy support, the prefecture also provides significant support in electricity prices. 

In terms of telecommunication, Qianxinan guarantees 4,000G bandwidth usage. 

In addition, the prefecture gives priority to data projects for land supply. Companies within the catalog of national high-tech industries can also enjoy a tax privilege. 

Thirdly: The prefecture provides considerate and professional service support. Many academy institutes and service organizations have offices in Qianxinan, including Zhongguancun Big Data Industry Alliance Southwest Center, Qianxinan Venture Capital Funds Co., Ltd, Qianxinan Institute of Karst regional development, Guizhou Academy of Sciences Qianxinan branch, and Guizhou Geographical Indication Research Center Qianxinna branch, which provide professional service for the data industry. 

The prefecture aims to build a cloud data center, and industrial zones for development of Internet services, cloud computing, big data, and outsourcing services. It also plans eight industrial bases – a data center, intelligent devices, big data services, outsourcing services, education and medical treatment, an eco cloud facility, and Internet services. 

So far, the National Education Cloud Platform Data Resource Center has settled in the prefecture and BGI Qianxinan Branch is preparing to enter into Qianxinan as a national gene branch bank and a disaster backup.
