Senior legislator inspects local government debt management in Guangdong

From May 20 to 22, Xiao Jie, vice-chairman of the Standing Committee of the National People's Congress (NPC), led a team to South China's Guangdong province to learn about local efforts in government debt management and supervision.

The team traveled to the cities of Guangzhou, Shaoguan and Qingyuan, where they held symposiums attended by relevant provincial, municipal and county officials, and listened to their reports, suggestions and opinions. They also conducted on-site surveys of projects funded by government bonds.

The team acknowledged the achievements made by Guangdong in strengthening government debt management and supervision.

Xiao pointed out that establishing a system for hearing and reviewing reports on government debt management is a significant decision made by the Communist Party of China Central Committee to enhance the review and supervision of budget use by the NPC.

It is imperative to fulfill responsibilities of the people's congresses, and enhance the effectiveness of their supervision over government debt at all levels, in order to foster collaborative efforts and jointly promote the scientific and rational determination of government debt scale, he said.

Efforts should be made to continuously strengthen fiscal fund management, improve the performance of fiscal fund utilization, and better coordinate mitigation of local government debt risk with regional stable development, Xiao added.
