Revision of agricultural law proposed to boost rural development

In recent years, a series of policies and practices, including the establishment of an all-encompassing approach to food, the implementation of the strictest possible system for the protection of farmland and the basic rural operation system, as well as the reform of agricultural supportive systems, have had tremendous and profound impacts upon China's agricultural development.

Therefore, it is necessary to enshrine effective policies into law to ensure their full implementation with tangible results.

Given that the Agricultural Law covers a wide range of fields and occupies an important place in the agricultural sector, the Agriculture and Rural Affairs Committee of the National People's Congress (NPC) has called on relevant departments to conduct pre-legislation surveys, solicit public opinions, hold in-depth deliberations and start revisions to the law.

During the fifth session of the 13th NPC in 2022, some deputies came up with two motions related to the revision of the Agricultural Law. According to the motions, the prospective revisions should incorporate the rural vitalization strategy and new decisions, as well as polices concerning comprehensive reform in rural areas that have been implemented since the 18th National Congress of the Communist Party of China (CPC). The amendments should also include a system for separating the ownership rights, contract rights, and management rights of contracted rural land, marketing of rural collective land for development purposes, the industrial integration of the agricultural sector, e-commerce of agricultural products, the supply of major agricultural products and the quality of agricultural produce.

The Office of the Central Leading Group for Rural Work and the Ministry of Agriculture and Rural Affairs have agreed that it is necessary for the country to enshrine existing policies and measures into law, following the profound changes that have taken place in the agricultural sector.

Meanwhile, the Ministry of Justice has advised relevant departments to conduct research and deliberations on the feasibility of making specific amendments on proposed issues to the Agricultural Law.
