Deputies to the National People's Congress (NPC) from Foshan city in South China's Guangdong province have devoted considerable time and efforts to spreading the key messages from the top legislature's annual session.

Presentations online and offline

Wu Liejin, president of the Guangdong Join-Share Financing Guarantee Investment, said he's eager to give clear answers to concerns of the business community, such as those related to the 5.5-percent GDP growth target and tax and fee cuts policies.

More than 10 business associations and companies in Foshan and Guangzhou have invited Wu to give such presentations. Considering the requirements of COVID-19 prevention and control, he now plans to give offline lectures to small audiences and turn to more online meetings to a bigger audience.

On March 23, Wang Tao, chief of the political section of the Sanshui Compulsory Drug Rehab Facility in Foshan, shared the key messages from the annual NPC session with more than 150 teachers and students from a justice police training school via video link. Wang elaborated the highlights in the work reports of the government, the NPC Standing Committee, the Supreme People's Court and the Supreme People's Procuratorate.

NPC deputy Li Xia, also director of the Baihao Law Firm, said she has a busy schedule to share the messages from the top legislature's annual session. Her missions to spread the voices of the "two sessions" began the moment she left the Great Hall of the People.

An audience-oriented approach

NPC deputy Yang Zhen, also vice-president of the Foshan Technician College, has already held three lectures on the annual session. To make the communication more effective, she tailored her materials to different audiences.

During the talks at the college, Yang focused on the development of modern vocational education and cultivation of talents urgently needed for the high-quality development of the manufacturing industry. Then for the Foshan Committee of the China Zhi Gong Party, she chose to expound on concerns of overseas Chinese, such as national strategies and people's livelihoods. Yang's next step is to give a lecture to more than 7,500 students on their career development and mission, which will be held both online and offline.

After returning to Foshan from Beijing, Sun Jianguo, head of traffic police at Sanshui Branch of Foshan's Public Security Bureau, assisted departments directly under the Standing Committee of Foshan Municipal People's Congress to better absorb the highlights of the NPC annual session. Sun also shared his personal experience in promoting legislation against telecom and online fraud over the years.

Outreach to frontline

Lawmaker Li Jinbo serves as director of the innovation center for domestic air-conditioners in Midea Group. Back to Foshan, Li has updated the group's executives, managers and colleagues about the national legislature's session.

Encouraged by pivot support for manufacturing industry in the government work report, Li said Foshan, a global manufacturing hub, has rolled out its policies to promote digital transformation in this sector. The Midea Group further committed to building smart workshops and investing more than 10 billion yuan ($1.58 billion) in research and development each year.

In the same city, NPC deputy Su Ronghuan, also assistant to the general manager at Foshan Comwin Light & Electricity, has already visited local Party and government departments, workshops, and workers to help all sides get familiar with main ideas from the annual session.

Keen to the protection of workers' rights and interests, Sun has created a WeChat group to discuss expectations and concerns from workers, and solicited suggestions from government departments online. Over the past five years, Su has submitted suggestions on many important issues, such as skill training, children's education and protection of intellectual property rights.
