Biomedicine Industrial Park
The Biomedicine Industrial Park in the Nantong Economic and Technological Development Area, or NETDA – located in Nantong city in East China's Jiangsu province – is said to have witnessed strong development in recent years.
The park has a total site covering 273 hectares, including an industrial park and a business incubator. It is focusing on developing biological products, innovative drugs, high-end generic drugs and high-end medical devices, among other things.
This year, the park is dedicated to developing at least 10 listed biomedicine enterprises and 50 top-quality pharmaceutical enterprise industrialization bases and achieving an output value worth more than 50 billion yuan ($7.36 billion).
At present, many leading manufacturers have located their operations in the park. These include Merck Life Science Technologies (Nantong) Co Ltd and Egens Biotechnology Co Ltd.
The NETDA provides administrative fee reductions and exemptions, tax reductions and exemptions, supplies land, temporary offices, residential apartments and dormitories to enterprises and personnel that choose to work and base themselves there.

Pharmaceutical special policies
1. Encourage R&D and innovation
1.1 Medicines
New medicines
A total of 7.5 million to 8.7 million yuan will be provided for the medicine's clinical phase, and 10 million yuan to 12 million yuan will be provided for obtaining a medicine registration certificate.
Generics
Generic medicines that pass the consistency evaluation and are transformed in this area will receive 2 to 3 million yuan in subsidies per medicine.
1.2 Medical devices
For medical devices that have obtained a class III registration certificate, a subsidy of 1 million to 5 million yuan per year will be provided.
For medical devices that have obtained a registration certificate of class II, a subsidy of 500,000 yuan to 3 million yuan will be provided per year.
* Those who obtain special approval for innovative medical devices will receive a subsidy of 1 million yuan per device.
1.3 Product internationalization certification
Medicine that has obtained overseas listing qualifications and industrialization in the area will receive a subsidy of 1.2 million yuan.
Medical devices that have been granted access to the international market and industrialization in the area will receive a subsidy of 1 million yuan if they are a class III medical device, or 300,000 yuan if they are a class II medical device.
2. Encourage pharmaceutical industrialization
20 percent of equipment costs will be covered for new medicines, with a maximum of 60 million yuan.
For generic medicines that have obtained drug registration certificates, the subsidy will be 15 percent of the equipment input, up to 30 million yuan.
3. Encourage industrialization of medical devices
Innovative medical device or class III medical device projects will have 20 percent of their equipment costs covered, with a maximum of 40 million yuan.
Class II medical device projects will have 15 percent of their equipment costs covered, with a maximum of 10 million yuan.
4. Expand industry scale
If an enterprise's taxable sales are more than 100 million yuan, a maximum reward of 500,000 yuan will be given.
If an enterprise's taxable sales exceeds 2 billion yuan for the first time, a maximum reward of 500,000 yuan will be given.
A one-time reward of 3 million will be given to enterprises that enter the top 100 pharmaceutical enterprises in China for the first time.
5. Improve industrial ecosystem
5.1 Public platform equipment subsidies
In the first three years, 30 percent of special instrument costs will be subsidized, with a maximum of 30 million yuan.
5.2 Operating subsidies
Three years after the completion of the project, 20 percent of service costs will be subsidized, with a maximum of 1 million yuan per year.
Sci-tech innovation and listing policies
1. Municipal-level policies
1.1 Sci-tech innovation policy: Several Policy Opinions on Building a Higher Level Innovative City
For newly-introduced sci-tech innovation enterprises, a maximum reward of 10 million yuan will be given within three years from the profit-making year.
For sci-tech innovation enterprises, high-growth sci-tech enterprises, and listed enterprises on the science and technology innovation board that are included in the enterprise cultivation bank of the area for the first time, subsidies of 600,000 yuan, 2.4 million yuan, 6 million yuan will be given, respectively, over the course of three years.
For expenses incurred by industry-university-research cooperation, a maximum subsidy of 5 million yuan will be given for a single project.

A reward of 1.5 million yuan will be given to high-tech enterprises that move in from outside Nantong.
A reward of 500,000 to 5 million yuan will be given to programs included in the Jiangsu provincial innovation and entrepreneurship talent program.
A reward of 1 to 6 million yuan will be given to programs included in the Nantong Jianghai talent entrepreneurship program.
A reward of 1-8 million yuan will be given to programs included in the Xinghu talent program.

1. Subsistence allowance (for three consecutive years)

2. Housing subsidies
Full-time doctoral or senior professional and technical personnel will be eligible to receive up to 450,000 yuan in housing subsidies.
Those with a full-time master's degree or associate senior title will be eligible to receive a housing subsidy of up to 150,000 yuan.
3. Rent subsidies
Staff apartments and mid-level cadre apartments are provided at a price that is lower than the market rental price.
Talent apartments are provided free of charge.
4. Professional skills rewards (new recognition)
Senior worker: 2,000 yuan
Technician: 4,000 yuan
Senior technician: 6,000 yuan
5. Headhunters subsidies
If an enterprise recruits talent with a master's degree or above, or a bachelor's degree or above in key industries in the development area through headhunting agencies, the enterprise will be given a 30 percent headhunting subsidy, with a maximum of 60,000 yuan per person.
6. Training subsidy
A 50 percent subsidy will be given to enterprises that organize training for innovative industrial talent at home and abroad. The maximum subsidy per company per year is no more than 20,000 yuan.
7. Others
Every year, the economic development bureau, talent science and technology bureau and other departments will organize local enterprises to apply for science and technology and talent awards at all levels.
Fund support
Government industrial fund: 5 billion yuan
Market fund: 2 billion yuan
Specialized industry fund: 2-3 biomedical special funds will be established
