Hai'an rolls out incentives to spur its cultural development

A raft of policies were announced at a conference on Oct 30 to boost the cultural development of Hai'an, a county-level city administered by Nantong, in East China's Jiangsu province.

Among the polices released were the paper Opinions on Accelerating the Construction of a Strong Cultural City and Several Policy Opinions on Supporting the High-Quality Development of Cultural Undertakings and Cultural Industries.

It is widely understood that the policy package is the most ambitious one yet undertaken in the field in Hai'an.

Altogether, 35 measures were specified, listed under seven categories including cultural inheritance and innovation and cultural industry revitalization.

Grants, subsidies, tax breaks, as well as financial and land-use support are being provided to drive the renewed development. The reward can be up to 4 million yuan ($625,200).

The incentives cover a wide spectrum, ranging from establishing platforms to developing markets and consumer spending on culture and cultural products.

Hai'an was awarded the title of "Hometown of Chinese Literature" by the China Writers Association Chinese Foundation and a plaque unveiling ceremony was held as part of the conference.

To inspire further achievements, the city has set up a cultural award. It has also established a cultural development fund and a special fund to support various cultural ventures, worth 200 million yuan and 20 million yuan respectively.

On the day, a signing ceremony was held for a series of agreements for cultural tourism development and the promotion of handicrafts, the arts and other forms of intangible cultural heritage.
