Launching ceremony of foreign talent visa system held in Beijing

The launching ceremony for the implementation of R visa system for high-end foreign talents in urgent need was held in Beijing on Dec 16 and 17.

The R visa is issued to talents with specific high-level skills that are in need in the development of the economy and society of China. Once being recognized as a top talent in need, foreign experts would obtain visas with multiple entries and a period of validity for five or 10 years. Such visas would allow them to stay in China for 180 days maximum each time, and these policies would also apply to the expat's spouse and children.

In addition, the application for such visas has also been streamlined, as all applications can be filled online without any paperwork and free of charge. It would take five working days – instead of 10 days previously – for the departments to complete the procedures.

Zhang Jianguo, administrator of SAFEA, addressed the conference. He emphasized that the formulation and implementation of the foreign talent visa system is an important measure for thoroughly implementing socialism with Chinese characteristics in the new era. It is an important move to implement the major policy decisions and arrangements made by the CPC Central Committee and the State Council on the reform of introducing foreign expertise.

He demanded that all levels of foreign affairs departments accurately grasp the core content and main features of the R visa policy, carefully organize and strengthen their responsibilities, and ensure that the implementation of the foreign talent visa system comes into effect. He also urged them to focus on key tasks, strengthen organizational guarantees, play a positive role in ensuring coordinated and smooth implementation, distribute work responsibilities, strengthen supervision and inspection mechanisms to strengthen publicity and planning, take the initiative in guiding public opinion, and generally create a good environment for the implementation of the foreign talent visa system.

Yin Chengji, deputy administrator of SAFEA, made concluding remarks. He emphasized that all levels of foreign affairs departments should work together to fully understand the great significance of the foreign talent visa system and strengthen coordination with diplomatic and public security departments so as to guarantee its steady implementation.
