Thousand Talents Plan: the Recruitment Program of Global Experts

China initiated "the Recruitment Program of Global Experts" ("the Thousand Talents Plan") in December 2008 to bring top foreign talents to China over the next five to ten years. Relying upon national key innovation projects, key disciplines and key laboratories, central SOEs and state-owned commercial and financial institutions, as well as various industrial parks (mainly high-tech development zones), the plan calls for recruitment of strategic scientists or leading talents who can make technological breakthroughs or otherwise enhance China’s high-tech industries and emerging disciplines. 

By the end of May 2014, more than ten groups of such talents, 4,180 in number, had been introduced under the plan. Since arriving in China they’ve played a positive role in scientific innovation, technological breakthroughs, discipline construction, talent training and hi-tech industry development, and have been an important force in building the country’s innovative power.

Organization and coordination of the Thousand Talents Plan is under the authority of the workgroup for high-end foreign expert recruitment.

The workgroup consists of the Organization Department of the CPC Central Committee, the ministries of Human Resources and Social Security, Education, Science and Technology, Foreign Affairs, Industry and Information Technology, Public Security, and Finance, as well as the People’s Bank of China, the State-owned Assets Supervision and Administration Commission, the Chinese Academy of Sciences, the United Front Work Department of the CPC Central Committee, the National Development and Reform Commission, the Overseas Chinese Affairs Office of the State Council, the Chinese Academy of Engineering, the National Natural Science Foundation of China, the State Administration of Foreign Experts Affairs, the Central Committee of the Communist Youth League, and the China Association for Science and Technology.

A special office was set up for recruitment of high-end foreign experts under the Organization Department of the CPC Central Committee. The office is responsible for specific implementation of the Thousand Talents Plan.
