New system rolled out in Lin-gang to improve work efficiency

A new system was recently rolled out in the Lin-gang Special Area – located in East China's Shanghai city – to improve its administrative efficiency, with the initiative designed to increase on-the-spot completions at applications approval windows.

To meet the increasing and more demanding needs of businesses and individual applicants, a so-called window affairs officer team has been introduced.

It comprises approval personnel from each business department being stationed in the public windows and staff from the public windows being assigned to the administrative service center.

The window affairs officers are tasked with implementing front desk acceptances, directly completing business handling at the front desk or middle desk of each window, so as to enable approvals to be completed on the spot.

The first group of items that can now be completed on the spot reportedly covers the commercial and engineering fields.

After applying for changes, filings and simple cancellations in 12 business situations – including business names, addresses and the scope of operations – the enterprise operator can now obtain an updated business license or relevant documents within two hours.

A number of frequently encountered matters in engineering and construction – among them, standard road cargo transport licenses and approvals for water and soil conservation schemes for production and construction projects – have been included in the first group to be handled by the new system.
