Lin-gang Special Area pioneers business environment reforms

The Lin-gang Special Area in East China's Shanghai city will optimize its business environment by advancing reforms to streamline its administration, delegate power, strengthen regulations and improve services, according to a meeting held on Feb 24 in the area.

Zhao Yihuai, deputy director of the Lin-gang Special Area Administration, said the area would strive to build a pilot area.

He said this would help implement the reforms, facilitating the simplest examination and approval procedures, the most accurate regulations and the most efficient services in China within two to three years.

The Lin-gang Special Area Administration is reported to have already fully extended its power in autonomous development, autonomous reform and autonomous regulation innovation and is said to have also made fine achievements in creating an enabling business environment.

According to Zhao, the Lin-gang Special Area has duplicated the "Tesla mode" of examinations and approvals, piloted mixed land use for industrial projects, as well as led the land planning permission and other reforms in the examination and approval of industrial construction.

To further optimize the business environment, Lin-gang Special Area recently issued a reform plan for centralizing the execution of administrative power.

Under the plan, procedures for administrative examination and approval will be simplified by halving examination items, levels and fees. Smart and collaborative regulation will be promoted to build a regulation system which is suitable for a high-level opening up, with services being improved both online and offline.

The Lin-gang Special Area will also put forward a series of pioneering reforms and innovation measures set to lead international standards – including halving the number of items, levels and fees in administrative examinations and approvals, issuing business licenses and permits together and other fresh measures.
